I have the honour to refer to your Secret telegram
23 No.196 of 6th October authorizing me to discuss certain
questions with Dr. Barbosa on the occasion of my visit to
Macao which, as reported separately, took place on 22nd
October, 1937.

I trust that it will not be considered disappointing
that I have to report that Dr. Barbosa did not in fact raise
the question of Macao's defences either from the point of view
of the furnishing of technical advice or with regard to the
larger question of positive commitments. In the light of your
telegram I gave him several good openings but, as these were
not accepted, I did not feel it incumbent on me to do more than
this.

Considerable reinforcements for Macao's small
garrison are shortly expected (if they have not already arrived
since my visit) but these he explained as a very natural
precaution in view of the existing unsettled conditions in the
Far East. Fortifications were not mentioned except in a very
tentative way by myself.
4.
As an explanation of this negative result it will,
I fear, be necessary for me to launch into certain political
speculations which would be inexcusable but for the wording
